How did one of the greatest philosopher Gregory Berkeley(1685-1735) affect the 18th & 19th century philosophy?

There was an European philosopher (probably during the enlightenment) that said though he’s not a fan of religion, religion is still important to maintain social order, who is this philosopher?

I’ve read it in a book that an ancient philosopher said that reality is created by the devil to fool people into believing what is illusionary is real by manipulating their 5 senses. But the philosopher said a soul however, exist because one needs to be consciously existing to be fooled by the devil, if the self is non existing, there is nothing to fool.
