i am not sure world wide, but maybe if your writing a paper, you could say John Locke. He wrote “two treatises of Governemnt.” It was writen in the 1600′s yet our government today is loosly based on his teachings (life, liberty, property and a 3 part gov’t). he also talks about human nature and how we are inately good, not evil.
